In 2000, Kim Dae-jung won the Nobel Prize for Peace. That same year he visited North Korea for the first time as president of South Korea. Kim was awarded the prize for his contributions to peace between the North and South.

 

The question is: Did North-South Korean relations improve due to his visit? The value of the Nobel Prize for Peace is often questioned when it comes to who receive it.

 

2000년 김대중은 노벨상을 받았다. 그 당시 그는 대한민국의 대통령으로 처음 북한을 방문하였다. 그는 남북한 평화증진에 기여한 공으로 노벨상을 받았다.

문제는 그의 방문으로 인하여 남북관계가 향상되었는가이다. 노벨 평화상의 가치가  받는 사람에 따라  자주  의문 시 되곤 한다는 것이다.


President Obama also won the Peace Prize, in 2009, but this was merely nine months after he took office, enjoying unprecedented popularity. The reason he won the prize is that he called for the abolition of nuclear weapons in his speech in Berlin. He could have also called for the eradication of all diseases on earth.

 

오바마대통령도 전례 없는 인기를 누리면서 대통령취임 후 9개월만에 2009년 노벨 평화상을 받았다. 그가 수상한 이유는 베를린에서 핵무기를 폐기하자는 그의 연설에서 비롯되었다. 그는 또한 지구상의 모든 질병의 근절을 촉구할 수 있었다.


In 2013 the Nobel Peace Prize was given to the OPCW (Organization for the Prohibition of Chemical Weapons), which was founded in accordance with the Chemical Weapons Convention, a worldwide treaty that bans chemical weapons.

 

The prize won public attention, with perfect timing, as an operation to destroy chemical weapons in Syria had just begun. But we still don’t know whether this operation was successful.

 

2013년 노벨 평화상은 화학무기금지단체인 OPCW에 주어졌다. 이 기구는 화학무기 금지세계조약인 [화학무기 회의] 출범에 부응하여 창립되었다.

그 당시 평화상은, 시리아 내 화학무기에 대한 파괴 작전이 막 시작할 무렵이었으므로 그 적시성으로 인해 대중의 주의를 끌었다. 그러나 우리는 그 작전이 성공적이었는지의 여부에 대해 아직 모르고 있다.

 

In the previous year, the same prize was given to the EU, the economy of which had collapsed; the EU is still in the middle of an economic crisis. In England, public opinion has shifted to support for breaking from the EU.

 

지난해는 유럽연합에 평화상이 수여되었다. 그 해 EU의 경제는 몰락하였고, 아직 위기의 와중에 놓여 있다. 영국의 여론은 EU에서 탈퇴를 지지하는 쪽으로 바뀌고 있다.

 

I interviewed Kim Dae-jung over a dozen times. He was the highest-ranking among the VIPs I met in Japan and other Asian countries.

 

Kim was born in a small village in a province then called Jeolla; it is currently known as Jeollanam-do, in the southwestern part of South Korea. He was a man who was always especially conscious of how the media portrayed him.

 

나는 김대중과 10회이상 회견을 가진 바 있다. 그는 일본과 여타 아시아 국가에 만났던 주요인사(VIP)중 최상위 인사이었다.

 

그는 남한의 남서부지역 전라남도라고 알려진 전라도(Province)의 조그마한 마을에서 태어났다. 그는 언론매체가 자기를 어떻게 묘사하는가에 항상 특별히 의식하였다.

 

He was like a chameleon, tailoring his attitude and policies to whatever situation he faced. He did not join his country’s own army, rather he volunteered with the Imperial Japanese Army and served for a while.

 

During WW, he wore the rank-andfile uniform of the Imperial Japanese Army.

When he visited North Korea for the first time as the president of South Korea. He won the attention of the entire world.

 

그는 자기가 직면한 상황에 따라, 자기의 태도나 정책을 맞추는 마치 카멜레온과 같이 변신하였다. 그는 그의 조국의 군대에 입대하지 아니하였다. 대신 일본제국 군대에 자원 입대하여 잠시 복무하였다.

 

2차 세계대전 중, 그는 일본제국 군대의 계급이 부착된 제복을 입었다.

그가 남한의 대통령으로서 최초로 북한을 방문하였을 때, 그는 전 세계의 주의를 받았다.

I first met Kim Dae-jung in the 1970s, when he was still in the opposition. He was promoting movement in South Korea, staying alternately in Japan and in America. He was the focus of attention as a human rights activist.

 

나는 1970년대 김대중이 야권에 있을 때, 그를 처음 만났다. 그는 일본과 미국을 번갈아 머무르며, 한국에서 운동권을 발전시키고 있었다. 그는 인권행동가로 대중적 주의의 중심에 있었다.


On August 8, 1973, Kim disappeared from the Hotel Grand Palace in Kudanshita, Tokyo. The KCIA (Korean Central Intelligence Agency) had abducted him. He was taken to a ship, which then left from a Japanese port.

 

The abductors wanted to murder him, right there on the ship, at sea. Suddenly, military aircraft flew overhead, circling the ship. The abductors gave up on murdering him.

 

197388일 김대중은 도쿄 구단쉬타에 있는 Grand Palace 호텔에서 사라졌다. 한국의 중앙정보부가 그를 납치 하였다. 그는 배에 옮겨져 일본항구를 떠났다.

납치자들은 공해상의 배위에서 그를 살해하려고 하였다. 갑자기 그때 배위에서 군용헬기가 선회하고 있었다. 마침내 납치자들은 그를 살해하려던 계획을 포기하였다.


Then he was put under house arrest, and later jailed in 1976 after publishing his “Declaration of Democratic Salvation.” In February 1980 his civil rights were restored, but in May he was arrested again.

This became the cause of the Kwangju Incident. The Army suppressed demonstrators who demanded democracy; this led to much bloodshed.

 

그 후 그는 가택 연금되었고, 1976민주구국선언을 선포한 이후 다시 영어의 몸이 되었다. 19802월 그는 공민권이 회복되었으나 5월 다시 체포 되었다. 그에 대한 체포가 광주사태의 원인이 되었다.

 

군부는 민주주의를 요구하는 데모군중을 압박하였으며, 이로 인해 유혈사태로 확대되었다.

 

Kim Dae-jung was extremely attentive towards America. He was against the continuing stationing of the US Army in South Korea. His protests were really aggressive, so a lot of attention was paid to him.

 

Nobody else protested as aggressively as he did. Whenever he accepted my interview, he posed an image of himself as a fighter of the democratic movement.

 

김대중은 미국에 대해 극단적인 태도를 보였다. 그는 주한미군의 지속적인 주둔을 반대하였다. 그의 반대는 급진적이었으므로 그는 많은 감시를 받았다.

어느 누구도 그가 행한 것처럼 공격적으로 항거하지 아니했다. 그가 나의 회견을 수락하였을 때도, 그는 자신을 민주화 운동의 투사로서 자신의 이미지를 내세웠다.

 

In the late 1970s President Park Chung-hee was assassinated. Park was in office from 1961 till the 1970s. Immediately after his assassination, the military took control of administration.

 

The military headquarters saw Kim Dae-jung as a key anti-army, pro-democratic leader. The Army planned to kill its enemy.

 

1970년대 말 박정희 대통령은 살해되었다. 그는 1961년부터 1970년대 말까지 대통령 직에 재직하였다.

 

그의 서거 후 즉각 군부가 행정을 통제하였고 군부의 본부는 김대중을 군부반대세력이며 민주화 지도자의 핵심인물로 꼽았다.


I called on Kim Dae-jung at his residence. He was under house arrest, and army security and surveillance were extremely tight. Visiting him at his residence several times as The New York Times correspondent,

 

I noticed that he had a special preference for that newspaper. There was a clear difference compared to that of other news reporters.

 

His residence was the largest in the neighborhood, and was always surrounded by media. But as soon as Kim learned about my arrival as The New York Times correspondent, he always let me in.

 

나는 김대중이 가택 연금되어, 군 안전 요원의 감시가 극히 강화되었을 때, 그의 주택을 방문하였다. 뉴욕타임즈 기자로서 수차 그의 주택을 방문하면서, 나는 그가 뉴욕타임즈 신문을 특별히 선호하고 있다는 것을 알았다. 다른 기자들에 비해 분명히 차별성이 있었다.

 

그의 주택은 주위에서 가장 컸고 항상 언론매체들에 둘러 싸여 있었다. 그러나 그는 내가 뉴욕타임즈 특파원으로 한국에 도착한 것을 알고부터는 언제나 항상 방문을 허용하였다.


It was America that saved him. America’s private organizations and media opinion backed Kim Dae-jung, and The New York Times was at the forefront. In the spring of 1980,I was based in Seoul, and traveled back and forth between Tokyo. Kim was at the peak of his life when I repeatedly met and interviewed him.

 

I wrote that Kim Dae-jung was the central figure of the democratic movement in Korea. I insisted in an editorial that he not be executed, no matter what rationale was given.

 

김대중을 구한 것은 미국이었다. 미국의 사설기관이나 언론매체는 그를 지원하였으며, 뉴욕타임즈가 그 선두에 있었다. 1980년 봄, 나는 서울에 주로 머물면서, 도쿄를 자주 오가며 지냈다. 내가 반복해서 김대중을 만나고, 회견할 때, 그는 자기 인생의 정점에 있었다.

 

나는 김대중이 한국의 민주화 운동의 중심적인 인물이라고 보도하였고, 사설에서 어느 합리적인 이유가 제시되더라도 그는 처형되어서는 아니 된다고 주장하였다.


The Man Who Plotted the Kwangju Uprising

But Kim Dae-jung was a fake, not a real person. He was an imposter and a pretender. He was an actor who tried at all times to take advantage of a situation by controlling people’s feelings. He was not what he pretended to be.

 

I was deceived by him, and so were many of the Korean people. He was brilliant in this respect; his act of deception was never uncovered.

 

그러나 김대중은 진실한 사람이 아니라 가짜였다. 그는 사기꾼이자 2중인격자이었다. 그는 항상 사람들의 감정을 통제하여 상황을 이용하려고 노력한 배우였다. 그는 겉과 속이 달랐다.

 

나와 많은 한국인이 그에게 속았다. 그는 속임수의 능수이었으나, 결코 발견되지 않았다.

 

Kim Dae-jung’s biggest crime was that he deceived democracy. He was never criticized for this, not even once. The Kwangju Uprising made his fraud clear. In 1980 he was arrested by Chun Doo-hwan, who was at the pinnacle of the military.

 

Kim knew, more than anybody else, that he was the wire-puller, the man behind Kwangju. What Kim Dae-jung wanted was power; what he always had in mind was his position. During the Kwangju Uprising, what he had in mind at all times was himself and seizing power.

 

김대중의 가장 큰 범죄는 민주주의를 속였다는 것이다. 그는 이로 인해 결코 한번도 비판을 받지 않았다. 광주항쟁으로 인해 그의 사기행각이 밝혀졌다. 1980년에 그는 군대를 장악한 전두환에게 체포되었다.

 

김대중은 다른 어느 누구보다 자기 지원세력인 광주인과 관계에 있어 자기가 인계철선 역할을 하고 있음을 알고 있었다. 그가 원했던 것은 권력이었고, 염두에 두었던 것은 권력을 여하히 쟁취하는 것이었다. 광주봉기기간 동안에도 그가 항상 염두에 두었던 것은 권력장악이었다.

 

Twenty years after the Kwangju Incident, in 2000, I compiled a book entitled The Kwangju Uprising as chief editor, with Lee Jae-eui, and published it with a New York publisher.

 

Ten western and another ten Korean journalists who reported the incident back in 1980 wrote about what happened in Kwangju at that time. Through this book, what we couldn’t report at the time the uprising occurred became clear. All contributors freely wrote their recollections and experience.

 

광주사태 20년후 2000년에, 나는 주필로서 이재의와 함께 광주봉기’(The Kwangju Uprising)를 편집, 뉴욕 출판사의 협력 하에 출판했다.

1980년 사건보도에 참여했던 10명의 서양언론인과 10명의 한국언론인은 그 당시 광주에서 일어난 사건에 대해 썼다. 이 책을 통해, 반란이 일어났을 때 우리는 사태를 분명하게 보도할 수 없었음을 확인할 수 있었다. 각 집필자는 자유롭게 과거 상황을 회상하고 경험을 토대로 집필하였다.

 

Actually, the Kwangju Uprising was the “Kim Dae-jung Uprising.” It was an extraordinary effort by a rising politician who planned to be president, who eventually became so, and who aimed at bettering relations with North Korea.

 

I did not see, even after twenty years, the sort of magic that Kim Dae-jung worked. The rest of us, we twenty reporters, were simply puppets in his grand scheme.

 

사실, 광주봉기는 김대중의 봉기이었다. 대통령이 되고자 하는 떠오르는 정치인의 특별한 노력이었으며, 결국 대통령이 되었고, 북한과의 관계 개선을 겨냥하고 있었다.

 

나는 20년이 지난 현재, 김대중이 행한 마술과 같은 술수를 보지 못했다. 나머지 20명의 기자들도 그의 거대한 기획 하에 단순한 꼭두각시에 불과하였다.

 

My dear wife, who is Japanese but is very shrewd on political issues, not least on Korea, said, “You’d better watch out. This is a Kim Dae-jung-led exercise.” She said this from the beginning.

 

When I review this now, yes, it was of his making. Kwangju was Kim Dae-jung’s political base, but the people there were stomped on viciously by the military, by the armed services. This was not Kim Dae-jung’s doing at all, but unfortunately, it was his strategy.

 

It was exactly what he intended.

I did not understand that the role of this man could be such from inside prison, a person incarcerated in Seoul.

 

나의 아내는 일본인이지만 정치적 이슈에 매우 이해가 빨랐고, 한국에 관한 한 말할 나위 없었다. 그녀는 나에게 "주의하라, 이것은 김대중이 지휘하는 연출 행위이다"라고 하였다. 그녀는 애초부터 그렇게 말했다.

 

내가 지금 회상해보니, 그녀의 말이 옳았고. 그때 광주봉기는 그가 일으킨 것이었다.

광주는 김대중의 정치적 기반이었으며, 광주시민들은 군사적으로 무장하고 악의적으로 날뛰었다. 이것은 김대중이 전혀 외부적으로 행한 것이 아니라, 불행하게도 그의 전략이었다.

 

그것은 그가 정확하게 의도한 바였다. 나는 그가 수감자로서 서울의 감옥 안에서 그 역할을 할 수 있었다는 것을 이해하지 못했다.

 

When I first visited South Korea in 1968, the country was still poor. Park Chung-hee built modem Korea. Park was educated during Japanese rule and became an officer of the Japanese Army in Manchuria.

 

He disciplined him-self in the rectitude of the Japanese spirit.

Making use of the material and spiritual assets Imperial Japan left in Korea, he changed Korea into a modem state in two decades. Had he not been assassinated, he would have attained a lot more.

 

1968년 내가 처음 한국을 방문했을 때, 한국은 여전히 가난했다. 박정희는 (2차대전후) 모델이 될 수 있는 국가를 건설했다. 그는 일본 통치 하에서 교육을 받았으며 만주의 일본군 장교가 되었다.

 

그는 엄격한 일본 정신(문화) 속에서 그 자신을 연마하였다. 한편, 그는 제국주의 일본이 한국에 남긴 (물적)재산과 정신적 자산을 이용하여 20년후에 한국을 (2차대전후) 모뎀국가로 바꾸었다. 만일 그가 암살되지 아니했다면 그는 더 많을 일을 달성했을 것이다.

 

In the 1960s and 1970s Korea, I was always next to danger. I was a target of assassination because, as a correspondent, I was writing about things the South Korean administration and army did not want to be reported.

 

The American ambassador to Japan, Mr. Mansfield, proposed that he send a senior staff member as my bodyguard to ensure that nothing happened to me on trips to Korea. I declined his offer.

 

But the embassy received information through the KCIA that plans had been made for me to have an accident, probably an accident on the street. It didn’t have to be a knife or pistol. That threat went on for about six months during and after the Kwangju Uprising.

 

1960년대와 70년대 나는 항상 내 주위에 위험이 도사리고 있었다. 나는 특파원으로서 한국정부와 군부가 보도되지 않기 바란다고 쓰고 있었기 때문에, 암살목표이었을 것 이다.

 

당시 주일 미대사 맨스필드는 내가 한국에 체류하는 중 나의 안전을 보호하기 위하여 안전요원으로 직원 1명을 보내 주겠다고 제안하였다. 그러나 나는 그의 제안을 거절하였다.

 

그러나 주일 대사관은 한국 중앙정보부로부터 나에 대해 어떤 사건, 아마도 거리에서 사고가 일어날지 모른다는 정보를 받았다고 했다. 칼이나 권총저격은 아니었을까? 이러한 위협은 광주사태 전후 6개월간 지속되었다.

 

We don’t have anything like that today. I don’t think there is any Western journalist who is threatened in the way that I was. That’s generally true right across society. There was an acidic atmosphere, a sort of toxic atmosphere in the ‘60s, ‘70s, and ‘80s.

우리 특파원들은  2000년대의 오늘날과 전혀 달랐다. 나는 현재 과거 내가 경험했던 방식으로 협박을 받는 기자들 이 있다고 생각하지 않는다. 60년대, 70년대, 80년대 언론 보도에 있어서 일종의 거부적인 분위기, 껄끄러운 분위기가 존재했었다.

 

A friend always said, “I can’t trust Kim Dae-jung. He is in the pocket of North Korea. He’s working for the North, not for the South” I rebutted his accusation, saying, “That’s ridiculous. He has contributed to the democratization of South Korea. He’s Christian, and a sincere and honest man.” But I was wrong.

 

내 친구는 항상 나는 김대중을 신뢰하지 않아, 그는 북한의 포켓 안에 있고, 남한보다 북한을 위해 일하고 있다 고 말하였다. 나는 그의 주장은 김대중에 대한 조롱이라고 비난하고, 그는 한국의 민주화에 기여하였고, 기독교인이며, 성실하고 정직한 사람이라고 두둔하였다. 그러나 내 주장은 잘못되었다.

 

As soon as he was elected president, Kim proved that his government was a puppet of the North. I just regret I hadn’t been more aware as a journalist.

 

그가 대통령으로 당선되자마자, 그의 정부는 북한의 꼭두각시라는 것이 입증되었다. 나는 기자로서 일찍이 알아 차리지 못한 것을 유감스럽게  생각한다.

혁신학교? 혁신은 개뿔! 애들 학력만 퇴행중! 교무실 커피자판기, 교사 항공권 구입에 물 쓰듯...특혜 불구 학력은 뒷걸음 일반학교에 비해 연간 1억4,000~1억5,000만원을 특별히 지원받는 서울형 혁신학교가 예산을 엉뚱한 곳에 쓰고 있다는 지적이 나왔다. 일부 혁신학교에서는 특별예산(학교운영비)으로 교사실의 각종 책장이나 가구를 구입했고, 수백만원을 들여 학습자료 저장용 USB와 외장하드를 사서 나눠 갖은 사실도 밝혀졌다. 교무실 커피자판기를 구입하는데 특별예산을 쓴 혁신학교도 있었다. 이밖에도 여직원 휴게실 가스보일러 교체, 부장교사 워크숍 항공권 구입, 교직원 전체 체육복 구입 등 본래 목적과는 거리가 먼 곳에 특별예산을 물 쓰듯 전용한 사실이 드러났다. 학생들에 대한 선심성 예산 집행 정황도 나왔다. 일부 혁신학교에서는 학생 티셔츠 구입, 진공청소기 구입 등에 특별예산을 수백만원씩 사용했다. 학생들의 생일축하용 떡케익 구입비용으로 매달 70~90만원을 사용한 곳도 있었다. 반면 서울형 혁신학교의 학력은 일반학교에 비해 오히려 뒷걸음질 친 것으로 확인됐다. 이런 내용은 서울시교육청이 새누리당 강은희 의원에게 제출한 2012년 혁신학교 정산서 통합지출부를 통해 밝혀졌다. 서울형 혁신학교는 곽노현
